Are the Taliban harbouring terrorists or not? There is a clear answer to this question from a Taliban expert
A blog entry on pro-Taliban lobbyists in the West has already been published on this blog.
On 4 April 2023 Mukhtar Wafayee published on his YouTube channel an interview with Hazrat Ali, retired Afghan commander in the famous Battle of Tora Bora in 2001. This battle took place from November 30 till December 17, 2001 in the cave complex of Tora Bora, eastern Afghanistan.
Hazrat Ali, who is a former experienced commander and an expert on Taliban, explains that currently (in year 2023) there are more than 6000 ISIS terrorists in Afghanistan:
"Most of the ISIS members are on the border between Afghanistan and Pakistan, i.e. in Kunar, Shinwar/Nangarhar, Laghman, Jalalabad. But they are also present in Kabul, Kandahar, Mazar etc. Their method of terrorism is guerrilla warfare."

Furthermore there are al-Qaida terrorists in Afghanistan, as well, who are spread all over Afghanistan, i.e. in Mazar-i-Sharif, Helmand, Kandahar, Kabul, Jalalabad, Nuristan. They are active within the system of the Taliban according to Hazrat Ali.

Explicitly Ali this interview he says:
"The different groups that have gathered in Afghanistan are not in the mountains. They are within the system of the Taliban. They are in Kabul and Mazar and Jalalabad (etc.). The mountains are inhabited by civilians only. The majority of them (terrorists) like al-Qaeda and ISIS (members) are within the system of the Taliban."
That part of the interview can be watched here:
Conclusion
Mostly, the terrorists are within the ranks of the Taliban, and not hiding in the mountains, anymore. There are many foreign non-Afghan terrorists who remain unknown because they move together with the Afghan Taliban and they can't be recognized by their appearance.
